can I get a credit card for bad credit people with no deposit or application fees?

I know, this question might be a little silly, but I just want to make sure that there is no possible way I can get a credit card if I have bad credit without paying any application fees or processing fees. even one with a small credit line.
A little silly is an understatement. Badly worded and reeks of stupidity. Yes, banks are ready to charge you a very high interest rate with no annual fees with a small credit line.
