Why my Visa credit card always gets declined?

I am trying to pay for my health insurance online. But I always get the following error message:
“Your Credit Card has been declined. Please verify that all of the information you entered is correct and that you have sufficient funds available.”
I checked with my bank and they said that sufficient funds were available. I am sure that all information I entered is correct because I have done it several times before, what could possibly be wrong?
