What is the best reputable pre paid visa/ credit card?

I would like one so I can do shopping online, that doesn’t need a bank account or for the user to be over 18.

I like Account Now, and the Wal Mart (Green Dot) Cards the best and I’ve tried alot of diffeerent ones over the years.
